Joe Niland, P.G., is a principal geologist based in California. He offers clients more than 25 years of experience and regulatory compliance support in the areas of mine reclamation, chlorinated solvent remediation, and litigation support.

For centuries, removing minerals and material from the earth has affected the environment surrounding mines. Today, Joe Niland develops detailed recommendations for mine reclamation and cleanup – even those impacted by the most severe circumstances. At California's Leviathan Mine Superfund site, for example, he developed plans to characterize on-property mine waste piles, groundwater, and surface water to support evaluation of human health and ecological exposure.

Joe specializes in investigations, feasibility studies, and remedial action plans for environmentally impacted sites. He also has a keen understanding of regulatory interactions and compliance matters. He has managed site investigations and remediation projects for clients throughout the Western United States, including railroads, petroleum companies, electric utilities, mining companies, carbon material suppliers, and global manufacturers of treated wood products.

Joe has prepared and implemented more than 30 site investigations and remedial action plans for federal Superfund sites. He has provided expert testimony on National Contingency Plan (NCP) compliance and cost allocation. He has been involved with the investigation of organic and inorganic constituents in soil, sediment, fractured rock, groundwater, and surface water and has aided in the development and design of complex investigation programs, feasibility studies, and conceptual designs for dozens of client sites.

After starting his career in the mining industry, Joe has built an extensive portfolio developing and implementing reclamation projects and closure plans for mine sites. He has managed land applications systems, sulfate-reducing bioreactors, and high density sludge treatment systems for mine sites.

In addition, Joe has been involved in more than 30 dry cleaner site investigations and remedial action plans. He has a thorough understanding of the source mechanisms, transport pathways, and remedial alternatives available for these types of sites and has managed complex, multi-party dry cleaner programs in the cities of Lodi, Modesto, Stockton, and other prominent locations.

In addition to his field work, Joe also provides strategic consultation for litigation avoidance and litigation support projects. Among these are cases seeking cost recovery actions and the recovery of cleanup costs. He has substantial experience in supporting and presenting the technical aspects of complex cases in mediations.
