Elaina Modlin, PE, is an associate environmental engineer based in Florida with more than 20 years of experience in a wide variety of environmental services including regulatory compliance and permitting, risk management, environmental due diligence, and contaminated site assessment and remediation.
Elaina presently serves as Geosyntec’s program director for transactional, regulatory compliance, and environmental permitting services for key clients in the energy and transportation sectors. Her career experience covers a variety of additional client sectors, including the legal community and the aerospace, communications, chemical, manufacturing and land development industries.
Elaina’s expertise includes helping clients identify and manage their environmental liabilities through effective compliance programs and permitting efforts, including those required under the Clean Air Act, the Clean Water Act, the Resource Conservation and Recovery Act, the Toxic Substances Control Act, and the National Environmental Policy Act. Throughout her career, she has managed more than 1,000 environmental due diligence and compliance projects for a wide variety of sites and developed general and facility-specific programs for numerous clients. She is the primary author of several documents associated with the RCRA Corrective Action Program at NASA’s Kennedy Space Center, including the Decision Process Document, Environmental Settings Reference Manual, Sampling and Analysis Plan, and Health and Safety Reference Manual.
Elaina continues to advance the state-of-the-practice as a mentor to the next generation of civil and environmental engineers by serving on the Advisory Council for the Department of Civil, Environmental, and Geomatics Engineering at Florida Atlantic University. She is an active member of the Air and Waste Management Association and the American Society of Civil Engineers.
