Robert Annear, Ph.D., P.E., is a water resources engineer with more than 15 years of experience in water quality modeling and providing surface water system assessments for state and federal agencies, law firms, and clients in the municipal solid waste management, aviation, hydropower, and water supply sectors. He frequently consults on challenges related to multi-objective water quality management for municipal water supplies, fisheries, and recreational uses. Rob also provides litigation support on cases involving issues such as stormwater permitting and disputed water rights. In addition, Rob is an adjunct faculty member at Portland State University, where he teaches courses in water resources engineering, urban watershed hydrology, and water temperature modeling.
