Chase Holton and Dave Folkes to Present on Vapor Intrusion in the Hazard Ranking System at the American Bar Association Section of Environment, Energy, and Resource's 48th Spring Conference

Chase Holton, Ph.D., P.E. and Dave Folkes, P.E. (Colorado) will jointly present "Subsurface (Vapor) Intrusion in the Hazard Ranking System – A Superfund Game-Changer (and What You Can Do About It)" at the American Bar Association (ABA) Section of Environment, Energy, and Resource's (SEER) 48th Spring Conference at the Grand Hyatt in Denver, Colorado on March 28, 2019.

Chase is a Senior Environmental Engineer based in Colorado with a focus in contaminant fate and transport, including evaluation and mitigation of the vapor intrusion pathway. His past research work under the Department of Defense's Strategic Environmental Research and Development Program (SERDP) involved the long-term monitoring of groundwater, soil vapor, indoor air, and various environmental factors at vapor intrusion research house Sun Devil Manor was awarded Environmental Restoration Project of the Year in 2011. Chase has published 11 technical papers and has presented at 36 conferences. He is nationally recognized by U.S. EPA, state agencies, and his peers in our vapor intrusion practice.

Dave is a Senior Principal based in Colorado with more than 40 years of experience in environmental and geotechnical consulting with special expertise and experience in several areas including vapor intrusion evaluation and mitigation and soil and groundwater investigation and remediation.

Abstract

In 2017, U.S. EPA published rulemaking to add the subsurface intrusion (SsI) component to the Hazard Ranking System (HRS), allowing U.S. EPA to consider human exposure to contaminants that enter structures through SsI when determining which sites are placed on the National Priorities List (NPL). The new rules will present a significant challenge to regulators who will need to harmonize current HRS methodology with the nuanced judgment required to appropriately assess vapor intrusion. This presentation will explain how SsI was incorporated into HRS, site characteristics that may represent a heightened SsI risk, how best to prepare for the increased scrutiny of SsI in future NPL decision making, and how to address other new issues driving vapor intrusion liabilities.
