Sandy Owens at Air & Waste Management Association Annual Conference in Louisiana

Sandy Owens (Florida) presented best practices for facilities with regulated hazardous substances to manage chemicals safely at the Air & Waste Management Association (A&WMA) Louisiana Section 2017 Annual Conference at the L'Auberge Casino & Hotel in Baton Rouge, Louisiana on October 19, 2017.

Her presentation, entitled "Section 112(R)(1) - The General Duty Clause Under RMP," provides examples of general duty clause (GDC) violations and proper steps to take and improve compliance with the GDC. In the Clean Air Act Amendments of 1990, the United States Congress enacted Section 112(r)(1), also known as the General Duty Clause (GDC), which makes the owners and operators of facilities that have regulated and other extremely hazardous substances responsible for ensuring that their chemicals are managed safely. Clean Air Act Section 112(r) also established the Chemical Accident Prevention Program designed to recognize hazards and prevent accidents. It requires facilities that use listed toxic or flammable chemicals above certain thresholds to implement a specified set of accident prevention and emergency response program elements, and to submit a document called a risk management plan (RMP) to U.S. EPA. The RMP summarizes a regulated facility’s hazard assessment, emergency response program, and accident prevention program information.
