She has worked for more than 40 cities and wastewater utilities, state and federal regulatory agencies, industrial facilities, airports, attorneys, consulting firms, non-profit organizations, and trade associations.

She has worked for more than 40 cities and wastewater utilities, state and federal regulatory agencies, industrial facilities, airports, attorneys, consulting firms, non-profit organizations, and trade associations.


Adrienne's strength lies in quantifying the impact of wastewater and stormwater discharges on surface water quality; identifying flexibilities available under the Clean Water Act; and making a compelling case for cost-effective and affordable solutions through National Pollutant Discharge Elimination System (NPDES) permits and enforcement orders. She supported the U.S. Conference of Mayors Water Council in discussions which led to EPA's integrated planning framework and its incorporation into the Clean Water Act in 2019. Adrienne is helping various watershed groups and municipal wastewater treatment plants develop watershed based plans, particularly for nutrient pollution. She is also working to establish a collaborative approach between municipalities, industry, and agriculture on nutrient issues and on development and implementation of effective nutrient loss reduction strategies.

While at the Virginia Water Control Board, Adrienne managed pollution control systems for the James and Appomattox Rivers. At the Metropolitan Washington Council of Governments, she represented 18 local governments as they addressed regional environmental impacts. She also directed the region's water resource programs for the Anacostia River and the Potomac Estuary.

To continue to advance the state of the practice, Adrienne is an active supporter to the U.S. Conference of Mayors Water Council, the National Association of Clean Water Agencies, and the Water Environment Federation. She is a frequent national speaker on Clean Water Act issues. On numerous occasions Adrienne has served as an expert witness in litigation involving water quality issues.
