Bertrand Palmer is a Senior Principal Engineer based in California with more than 20 years of experience focused on developing innovative approaches and designs for projects involving site assessment, remedial investigation, feasibility study, chemical fate and transport analysis, risk assessment, and soil and groundwater remediation. He is experienced in remediation system design, construction, operation, monitoring, and maintenance.
With more than 20 years experience in geotechnical, civil, and environmental engineering applications, Bert has extensive experience in the design and implementation of programs to resolve health risk, compliance, and redevelopment issues at sites impacted by soil and groundwater contamination. As part of his experience, he has developed site-specific engineering solutions for more than 40 industrial, commercial, and landfill sites in California. He has managed or directed more than 100 projects involving investigation and remediation of BTEX hydrocarbons, MTBE, chlorinated solvents, metals, and perchlorate. He has provided these solutions at underground storage tank sites, Resource Conservation and Recovery Act (RCRA)/Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) sites, oil production sites, Brownfield redevelopment sites , industrial sites, and military installations.
To advance the state of the practice, Bert prepares bench scale and pilot scale studies to evaluate the engineering properties of various soil, sludge, and waste materials. Many of these programs involved the research and development of new testing procedures and treatability study techniques designed to evaluate the retention or migration of organic compounds in the subsurface. This includes leachability analyses to evaluate the mobility of priority pollutant volatile organic compounds (VOCs), and semi-volatile organic compounds (SVOCs) from solidified waste and soil samples. Bert has developed and designed various custom field and laboratory equipment for sampling and testing soil and groundwater.
