Doug's expertise ranges widely and includes technical litigation support for environmental impacts, complex site characterization, hydrogeologic studies, regulatory coordination, and environmental due diligence. Representative experience includes environmental program management for construction of a 120-mile-long electrical transmission corridor, clean closure of several landfills, development of numerous groundwater monitoring plans, and management of various environmental investigations in oil and gas fields. Additionally, he has performed more than 200 Phase I Environmental Site Assessments across the United States and Mexico. Doug joined Geosyntec Consultants' San Diego office in 2005 after working in the legal and geotechnical consulting fields for several years. He continually seeks to leverage his diverse background and multidisciplinary professional experience to provide innovative and valuable services to help solve environmental challenges across Southern California.
To advance the state of the practice, Doug leads Geosyntec's Sustainable Groundwater Management Act (SGMA) program in Southern California, and co-authored the first complete draft Groundwater Sustainability Plan since enactment of the landmark SGMA legislation in California.
