Joe has extensive experience in leading and participating in inspections and risk assessments for various types of dam and levee facilities, ranging from dry earthen embankments to concrete-gated spillways in both urban and rural settings. He often serves as a subject matter expert (SME) on semi-quantitative and fully quantitative risk analysis teams for Geosyntec, including serving as the Consequences SME on an Oroville Dam Federal Energy Regulatory Commission (FERC) pilot Level 2 Risk Analysis.

As the former Dam Safety Program Manager for the U.S. Army Corps of Engineers (USACE) Los Angeles District, Joe is well-versed in portfolio risk management and the risk-informed decision-making framework. Applying his expertise in this framework, Joe helps his clients manage their portfolio of flood risk management infrastructure and prioritize investments in risk reduction with their often-limited budgets. He is a recognized emerging leader in the dam safety industry and is the Chair of the Technical Program Planning Committee for the 2022 United States Society on Dams (USSD) annual conference.
