Geosyntec was retained by a confidential University client in the Philadelphia area to provide air quality consulting assistance to modify the University's air quality permit and develop a compliance tracking tool for the facility.

Geosyntec's Scope of Services

The University faced allegations of noncompliance with the facility air permit following an inspection by the local regulatory agency. In an effort to address potential noncompliance and facilitate future compliance, the University requested that Geosyntec conduct an evaluation of the facility's air permit and compliance procedures.

Geosyntec personnel met with University personnel to understand facility operations, including procedures implemented during emergencies and school closures. The University's air permit was evaluated to determine if the permit contained the applicable state and federal regulatory requirements as well as appropriate monitoring and recordkeeping to establish compliance. Geosyntec identified issues within the permit and drafted revised language for the permit. The recommended permit revisions were combined into a permit revision package and submitted to the regulatory agency for processing. Through negotiation with the agency, the proposed permit revisions were incorporated into a permit renewal currently in process with the agency. The revised permit was issued within weeks of submittal of the request.

The University's compliance monitoring and recordkeeping procedures were evaluated for consistency with permit requirements. Geosyntec developed a compliance tracking tool for the facility which included recordkeeping for over 75 fuel burning emission units in 40 buildings around the campus. The compliance tracking tool incorporates monitoring records for the fuel burning emission units and maintains records of the facility-wide and unit specific annual fuel usage and emissions in a manner consistent with the permit requirements.

In coordination with the client, Geosyntec negotiated the incorporation of the requested permit changes during the permit renewal process which enabled the client to obtain the revised permit within only weeks of the request.
